In July 2017 our GIZ-funded project Human Resources in Ukraine was launched in Kiev.

The focus of this project is the further training of HR Experts as HR multipliers in training methodology and specific competences to lead effective meetings, workshops and short courses on such topics as:

  • HR Management
  • Job classifications, profiles of job holders
  • Recruitment, competencies requirements
  • Staff selection
  • HR Development
  • Training needs and training design
  • Work ethics and performance culture
  • Performance evaluation and staff appraisal
  • Motivation in the public service
  • Disciplinary actions
  • Organisation, efficiency and effectiveness of organisation, process analyses.

This project is a follow-up project to our train the trainer programme in which 55 HR experts participated in a series of workshops in Kiev on the above-listed topics.

About 15 Ukrainian HR Experts out of the original 55 multipliers trained in 2016 are currently being coached and supported in preparing and delivering seminars on such topics as induction, integration and adaptation as well as personnel selection.

Objectives and Topics Phase 1

The target group are up to 55 experts in the area of HRD. The international trainers are Hans-Joachim Rieger and Sue Treharne.

Objectives

  • Review of the topics covered in 2016
  • Compare the training contents with their situation faced in their respective organisations
  • Know the instruments of HRD and to develop them in an exemplary and practical way
  • Take into account the European principles and standards in the civil service according to the new Law of Ukraine on Civil Service
  • Design training programmes with target group analysis, learning objectives and participants’ competences, duration, content, methods, media, evaluation

Objectives and Topics Phase 2

The target group are up to 25 high-level supervisors of Ukrainian Ministries. The trainers are Hans-Joachim Rieger, Sue Treharne and selected Ukrainian HR Experts.

Objectives

  • Become familiar with objectives of modern HR
  • Know and understand training concepts
  • Take into account the European principles and standards in the civil service according to the new Law of Ukraine on Civil Service
  • Understand new functions of HR Departments
  • Understand how to cooperate and support to HR Departments in their respective organisations
  • Understand the new role of leadership in the implementation of HR policies in their organisations
  • Initiate activities concerning implementation of HR
